Programme Analyst, Midwifery and Sexual and Reproductive Health and Rights (SRHR) Vacancy Job Ref: VACUNFPA9465-28
United Nations Population Fund (UNFPA)
Job Description
Background
Rwanda made tremendous progress in Maternal and Child Health. Maternal mortality ratio decreased drastically from 467 to 203 per 100,00LB between 2010 and 2020.
Access to basic health services is near universal, due to increased health insurance coverage (91%), and community-based health care. Rwanda’s achievements on maternal health were based on increased improvements in emergency obstetric and neonatal care (EmONC), birth attended by skilled birth attendants (SBAs) and family planning (FP).
Despites these achievements there is still a long was to go in order to achieve the SDGs targets related maternal (MMR 70/100,000LB) and neonatal health (Neonatal mortality rate below 12/1000 births).
This is demonstrated by a slight decrease that was observed in reduction of neonatal mortality rate from 20/1000 to 19/1000 and a stagnation of infant mortality rate from 32 to 33 per 1000 over the past five years (DHS,2019/2020).
Births attended by a skilled provider have steadily increased over the last decade, with currently 93% of women giving birth in a health facility.
The human resources required for sustaining this increase, while ensuring quality of care, however is a main challenge. A focus on training additional skilled, competent providers – especially midwives- is an issue that must be addressed.
UNFPA recognizes that ensuring educated, competent, well-resourced professional midwives is key to addressing inequitable SRHR service delivering and enhancing the quality of care.
Midwives working in health facilities and communities have the knowledge and skills to empower women and youth to use their voice, and provide increased opportunities, choices and resources for access to sexual and reproductive health services including contraception services, safe abortion care and maternal services. Analysis of causes of maternal deaths in Rwanda indicates that 70% of the Maternal and Neonatal Mortality was due to preventable and avoidable factors e.g. Postpartum Hemorrhage, puerperal infections, pre-Eclampsia and Eclampsia.
